WhatsApp Pricing Update, 1 October 2026: Service Replies Are No Longer Free

From 1 October 2026, Meta charges businesses for WhatsApp service replies (free-form messages sent inside the 24-hour customer service window) once they cross 1,000 messages per phone number per month, and for utility templates sent inside that same window. Customer-initiated messages, marketing and authentication pricing, and the free entry point window are unaffected — in fact, the free entry point window just got longer, not shorter.

Meta controls WhatsApp Business Platform pricing and can revise it again. Treat the figures below as accurate for October 2026 and confirm current rates on Meta's official pricing documentation before you finalise a budget.

What actually changed on 1 October 2026

Until 30 September 2026, two message types inside an open 24-hour customer service window cost nothing: free-form service replies (the normal back-and-forth when a customer messages you) and utility templates — order confirmations, delivery updates, appointment reminders — sent while that window was still open. From 1 October 2026, both became billable.

In short: Meta has closed the last pricing gap between template and non-template messages. Every message category on the platform now has a cost attached once you're past the free allowance — the only question is how much headroom you have before that allowance runs out.

The 1,000 free messages: how the allowance actually works

Each WhatsApp business phone number gets 1,000 free service messages every month. The count resets monthly and does not roll over, so unused allowance from September does not carry into October.

Once you cross the 1,000th service reply in a month on a given number, every reply after that is billed individually at your market's utility template rate — the same rate Meta already charges for utility messages in your country. There are no volume discounts on service messages the way there are for utility and authentication templates, so sending more does not bring the per-message cost down.

If you run multiple WhatsApp numbers — for example, separate numbers for sales and support — each number gets its own 1,000-message allowance. Splitting high-volume support traffic across numbers does not multiply your free quota in a way Meta intends to reward, but it is worth knowing the allowance is per number, not pooled across your WhatsApp Business Account.

The free entry point window got longer, not shorter

A detail many summaries of this update miss: alongside the service-message change, Meta separately extended the free entry point (FEP) window from 72 hours to 7 days, effective 28 September 2026. When a customer starts a chat from a Click-to-WhatsApp ad or a call-to-action button on your Facebook Page, every message you exchange with them — service replies, utility templates, anything — is free for a full week from that first message, not just three days.

This matters directly for the October pricing change: the longer the free entry point window stays open, the more of your support conversation can happen inside it before the 1,000-message allowance (or per-message billing) even comes into play. If a meaningful share of your support volume originates from WhatsApp ads or your Facebook Page, routing more conversations through that entry point is now a more powerful cost lever than it was a week earlier.

What this costs in practice: a worked example

Take a support team handling 5,000 customer conversations a month on one WhatsApp number, averaging 4 replies per conversation to resolve a query. That's 20,000 service replies a month. The first 1,000 are free; the remaining 19,000 are billed at the service rate, which matches your market's utility rate.

ItemVolumeIndicative rate (India, excl. GST)Cost
Free service replies1,000₹0₹0
Billable service replies19,000≈ ₹0.115≈ ₹2,185
GST at 18%≈ ₹393
Estimated monthly cost (this number alone)≈ ₹2,578

Illustrative using the indicative India utility rate as a proxy for the service rate. Confirm your exact rate on Meta's current rate card — it varies by country and can change.

Two things stand out. First, the cost is modest at this volume, but it scales linearly with reply count and has no volume discount, so it grows faster than utility-template spend at high scale. Second, cutting the average replies-per-conversation from 4 to 2 would have kept this team entirely inside the free allowance — which is exactly where the two cost-control levers below come in.

Lever 1: resolve queries in fewer replies

Once every reply has a cost, the length of a support thread is a line item, not just a response-time metric. A few changes compound quickly:

  • Send one complete answer instead of splitting it across messages — "checking now" followed by a separate follow-up counts as two billable replies instead of one.
  • Replace open-ended questions with structured choices. A reply-buttons or list message that lets the customer tap "Track order" or "Start a return" resolves in one exchange what a typed back-and-forth takes three or four messages to reach.
  • Front-load the information customers usually ask for next — order status plus the tracking link plus expected delivery date in a single reply, rather than waiting for three separate questions.
  • Track replies-per-resolved-query as a support metric alongside first response time. It's now a direct line to your WhatsApp bill, not just an efficiency measure.

Lever 2: pull more conversations through the free entry point window

The second lever is capturing more support volume inside that now-7-day free window rather than letting it start cold inside the paid 24-hour service window.

  • Route high-volume journeys — order tracking, post-purchase questions, delivery issues — through Click-to-WhatsApp ads or your Facebook Page CTA button wherever the customer's starting point allows it.
  • Reply within 24 hours of the customer's first message to keep that 7-day free window active; letting it lapse moves the conversation back onto the metered allowance.
  • Measure free-versus-billable replies by entry point, so you know which channels (ads, Page CTA, organic chat-first) are actually saving you money and which are quietly adding to the bill.

WhatsApp features that resolve queries in fewer messages

Three platform features are built to shorten threads rather than lengthen them, which makes them more valuable now than when replies were free.

  • Reply buttons and list messages: up to 3 quick-reply buttons or up to 10 options in a single list message let a customer pick an action — track an order, start a return, talk to an agent — in one tap instead of typing a question you then have to interpret and answer.
  • WhatsApp Flows: a structured, multi-field form inside a single chat message. A return request that would normally take four or five replies to capture (which item, why, pickup slot, refund method) becomes one in-chat screen, and the response comes back as structured data your systems can act on directly.
  • Catalogues and in-chat payments: customers can browse products, build a cart, and pay inside the same thread, cutting out the multiple replies a manual "do you have this in size 8" conversation would otherwise take.

What to check this week

  1. Pull your last 30 days of service-reply volume per WhatsApp number and compare it against the 1,000 free messages per number to see how much of your traffic is now exposed to billing.
  2. Check your average replies-per-resolved-query. If it's above 2 to 3, that's the fastest lever to pull before costs climb further.
  3. Audit which support journeys could realistically start from a Click-to-WhatsApp ad or Facebook Page CTA button and get the longer 7-day free window instead of the metered window.
  4. Confirm with your WhatsApp Business Solution Provider how they're passing through the new service-message rate — at cost or with a markup — the same way you'd check any other per-message charge.

Frequently asked questions

Are WhatsApp service messages still free in 2026?

Partly. Since 1 October 2026, each WhatsApp business phone number gets 1,000 free service messages a month. Replies beyond that are billed per message at your market's utility template rate, with no volume discount.

How many free WhatsApp service messages do I get per month?

1,000 per WhatsApp business phone number, per month. The allowance resets monthly and does not roll over to the next month.

What rate am I charged for WhatsApp service messages after the free limit?

The same per-message rate Meta already charges for utility templates in your country. Unlike utility and authentication messages, service messages do not unlock volume-tier discounts as you send more.

Are utility template messages still free inside the 24-hour window?

No. From 1 October 2026, utility templates sent inside an open customer service window are charged per message with no free allowance, unlike before when they were free as long as the window was open.

Did the WhatsApp free entry point window change too?

Yes. Separately from the service-message change, Meta extended the free entry point window — opened when a customer starts a chat from a Click-to-WhatsApp ad or Facebook Page CTA button — from 72 hours to 7 days, effective 28 September 2026. All messages inside that window stay free regardless of type.

Do WhatsApp marketing and authentication message prices change in this update?

No. Marketing and authentication template pricing is unchanged by the October 2026 update. Only service replies and in-window utility templates are newly affected.

Do messages my customers send me cost anything?

No. User-initiated messages — anything a customer sends you first — remain free. The charge applies only to your outgoing service replies and utility templates once you're past the free allowance.
