WhatsApp Business API Pricing in India (2026): Per-Message Rates Explained

WhatsApp Business API pricing in India has two parts: Meta's per-message charge, which depends on the message category, and your Business Solution Provider's platform fee. Since 1 July 2025, Meta bills every delivered template message individually instead of charging per 24-hour conversation.

Rates are revised by Meta from time to time, so treat the figures below as indicative and confirm them on Meta's official rate card before you budget.

What changed: from conversation pricing to per-message pricing

Until mid-2025, WhatsApp charged for a 24-hour conversation window: one fee covered every message you exchanged with a customer in that window. Meta replaced this with per-message billing on 1 July 2025. Each template message you send is now charged on its own, according to its category.

The practical effect is that cost now follows what you send, not how long a chat lasts. Businesses that sent many marketing templates feel the change most, while businesses that mostly reply to customers are largely unaffected because replies inside the customer service window remain free.

The four message categories and when each is charged

Every template you submit is assigned a category by Meta. The category decides the price, so choosing it correctly matters.

Indicative India rates per message

Meta publishes country-wise rate cards. For India, third-party rate trackers report roughly the following amounts per delivered message, excluding GST. Use them for planning, and verify against Meta's rate card, which is the only authoritative source.

Two things follow from these numbers. Marketing messages cost several times more than utility or authentication messages, so keep promotions inside templates that genuinely qualify as marketing and keep transactional updates in utility templates. And because rates are per message, a campaign to 100,000 opted-in users has a predictable Meta cost before any provider fee.

Free messages: the service window and free entry points

A customer service window opens when a customer messages you and stays open for 24 hours from their latest message. Inside it you can send non-template messages, such as text, images and documents, at no charge.

Meta also offers free entry point windows. When a customer starts a chat from a Click-to-WhatsApp ad or a call-to-action button on your Facebook Page, a 72-hour window opens in which you can send any type of message without a charge. This makes Click-to-WhatsApp ads a useful way to start conversations you can then continue for free.

Volume tiers for utility and authentication

Meta applies volume-based discounts to utility and authentication messages. Tiers are calculated across all WhatsApp Business accounts in your business portfolio, only chargeable messages count toward them, and they reset every month. Marketing messages are not part of the tier discounts.

If you send large volumes of order updates or OTPs, ask your provider how tier discounts are passed through to you, because not every provider shares them automatically.

What your provider charges on top of Meta

You access the API through a Business Solution Provider (BSP). Providers charge in different ways: a monthly platform subscription, a per-message markup on Meta's rate, or a mix. The platform usually includes the dashboard, shared inbox, chatbot builder, template management and API access.

Ask three questions before you sign: is Meta's rate passed through at cost or with a markup, what does the platform subscription include, and are there separate charges for extra agents, chatbot flows or numbers. Also remember that 18% GST applies to Meta charges and platform fees in India. Meta has also been moving eligible Indian businesses to INR billing, which removes currency-conversion surprises.

Worked example: a monthly budget

Suppose a D2C brand sends 10,000 marketing messages, 20,000 utility messages (order and delivery updates) and 5,000 authentication messages in a month, using the indicative rates above.

Notice that marketing is about 29% of the message volume here but about 75% of the Meta charge. That is why cleaning up your marketing audience is usually the fastest way to lower the bill.

How to keep your WhatsApp bill under control

  • Send marketing templates only to customers who opted in and have engaged recently. Undelivered or ignored messages still cost money when they are delivered.
  • Use the right category. Order and payment updates belong in utility templates. Do not add promotional content to them, because Meta can reclassify the template as marketing.
  • Invite customers to message you first. Replies inside the 24-hour window are free, and a customer-started chat lets you answer without template charges.
  • Use Click-to-WhatsApp ads to open 72-hour free windows for lead follow-up.
  • Segment campaigns by intent and recency instead of blasting your full list.
  • Keep SMS or voice as a fallback for critical alerts so that you do not resend the same message repeatedly on WhatsApp.

WhatsApp versus SMS: which is cheaper?

For simple, critical messages such as OTPs, SMS and WhatsApp authentication messages are priced in a similar range, so the choice usually comes down to reach and reliability.
